You will receive an overview of the legal duties and responsibilities of roadway personnel.  Key legal concepts relating to the liability of roadway agencies are reviewed from a risk management standpoint. Common types of claims and lawsuits brought against street departments and highway agencies are identified through examples and case studies, along with examples including traffic control devices, work zones, roadway and shoulder surface conditions, sight distance and pedestrian incidents. Risk management principles and activities, aimed at reducing and preventing crashes and claims and helping agencies defend claims, will be highlighted.  Specific topics covered will include: brief background to the legal process, elements of a tort claim, agency and employee liability, tort claims process, analysis of tort claims data, defenses to tort liability, principles of risk management, specific measures to reduce the risk of liability, litigation activities and case studies.

Who Should Attend   Traffic engineers, technicians, public works directors, street supervisors, inspectors, those who apply markings, those involved in sign maintenance and anyone involved in traffic safety.    Description This workshop provides an overview of pavement markings, including their purpose in terms of driver needs, common types of marking materials, marking applications (including lines and symbol markings), and operations and maintenance issues.  Topics covered include: Purpose of Pavement Markings Pavement Marking Materials Pavement Marking Applications: Lines Pavement Marking Applications: Word and Symbol Markings Delineation Operations and Maintenance In addition to pavement markings, traffic signs provide an important means of communicating information to road users. Since drivers cannot see as many visual cues at night as they can during the day, this places greater reliance on signs and other traffic control devices.  To provide nighttime sign visibility, most signs are made from retroreflective sheeting.  Retroreflectivity is the property of a material that re-directs light back to the originating source.  Participants will be “walked through” the assessment techniques available for conducting sign maintenance with respect to retroreflectivity.    Specific objectives of the retroreflectivity workshop are to: Review the MUTCD retroreflectivity requirements Understand sign inspection methods that can be used to evaluate sign retroreflectivity in compliance with the requirements Learn traffic sign inspection techniques that can assess sign retroreflectivity
